Meghan Butts joined UVLSRPC in April 2014 and has been the Executive Director since April 2020. She has a Masters Degree in Energy Policy and Climate from Johns Hopkins University and holds a Certificate of Science, Technology, and International Security. Meghan’s planning experience began with GIS and field data collection. She discovered a passion for transportation planning and has led much of the transportation planning efforts at UVLSRPC for many years. In her Executive Director role, Meghan is able to guide and provide assistance on all of the work at UVLSRPC while also building and maintaining relationships with municipalities and partners.
Victoria Davis joined the planning staff in November 2007. She holds an M.S. from Antioch University New England in Resource Management and Administration as well as Environmental Education, and a B.S. from Plymouth State University in Local & Regional Planning. She has over 18 years in the planning field including work as a municipal Planning & Zoning Administrator for over seven years in NH. She has over 15 years of experience specifically within the solid waste management field. She has developed several transfer station operations plans for New Hampshire municipalities; provided trainings for transfer station attendants to meet their NH recertification requirements, and implemented several solid waste technical assistance and education programs throughout the region and the State. She has a passion for sharing information and works with residents, towns, and schools to reduce use and disposal of hazardous materials.
Previous to working at the regional planning commission, she worked with regional solid waste management districts in Mississippi and Tennessee developing their solid waste management plans; writing the first solid waste management plan for the State of Mississippi; developing a cost model for Davidson County (Nashville), Tennessee to evaluate its various waste management systems including a landfill and waste-to-energy facility; working with communities through a Massachusetts grant program to increase waste reduction and recycling on Cape Cod and the South Shore; and supervising a regional transfer station and recycling center in Vermont.
Victoria currently works on hazard mitigation plans, emergency management plans, planning circuit riding, and solid waste technical assistance. She has written several successful grant applications at the regional planning commission for federal funding.
Tim Josephson joined UVLSRPC in August of 2021 as a Planner. He holds a B.A. in American Studies from Johnson State College and an Master’s of Public Administration in Rural Governance from Norwich University where his capstone thesis explored the New England Village model for rural economic revitalization. He has experience in municipal law, serving two terms in the New Hampshire House on the Municipal and County Government Committee. His background is in analyzing and translating policy to advance public awareness and encourage engagement while also increasing community outreach. Prior to UVLSRPC, Tim was active in small businesses in the region, most notably helping to open and develop a popular coffee shop in Lebanon. Tim’s projects include economic development, sidewalk assessment, ordinance review, regional transit, and Community Development Block Grants.
Renee Theall joined UVLSRPC in January 2023 as the Housing Navigator/Associate Planner. Through the InvestNH Planning & Zoning Grant, the Navigator position is a two-year program with a focus on three communities (New London, Newbury, and Wilmot). Her goal is to have a significant impact on their individual and collective capacity to build common ground and advance solutions that address each community’s local housing needs. Prior to joining UVLSRPC, Renee has a strong customer service management background and loves getting to know people and their story. She is looking forward to building relationships, across sectors in each community, and helping to push the needle forward in each community to implement housing solutions.
Ian Garland joined UVLSRPC in August of 2023 as an associate planner, with interests in working on projects in transportation, sustainability, and housing. He holds a Bachelor of Science Honors (BSH) in Physical Geography from Queen’s University. Before coming to the commission, Ian worked at a local elementary school as a paraprofessional.
Chris Courtemanche is the Office Manager at UVLSRPC. She joined the organization in July 2009 and has over 35 years of experience in administrative and organizational skills. Chris is known for being a powerful force in the workplace, using her positive attitude and willingness to help at any time. She was raised in Vermont and has lived there her whole life. Chris is an animal lover at heart. She finds daily inspiration from her husband and, in her free time, enjoys hiking, gardening, and, most of all, spending time with her four grandchildren and family gatherings.
Anne MacEwan, CPA, is a long-time resident of the Upper Valley, having moved back to the area in 1987. She worked in public accounting for 17 years before establishing her practice in 2015, offering various accounting services to local companies. In her spare time, she enjoys gardening, spending time with her husband hiking, kayaking, golfing, and traveling. She aspires to visit all 50 states and seven continents.
Anna White joined UVLSRPC in August 2024 as the Resilience Coordinator. Through the Thriving Communities Program, Anna helps towns advance their resilience to prepare for and recover from severe weather. Before joining UVSLRPC, Anna served a term with AmeriCorps as a climate action leader at Colby Sawyer College and primarily worked to increase education around home energy efficiency, restore ecosystems through invasive species removal, and reduce local waste. She holds a B.A. in Psychology from the University of Rochester. She enjoys reading, cooking local foods, or rowing on Lake Sunapee in her free time.
Grace Jackson is from Portsmouth, N.H., and attended the University of New Hampshire, where she obtained a Bachelor’s in Homeland Security along with minors in Environmental Conservation Sustainability and Emergency Management. In her free time, she likes to read and walk her dogs.
John Haffner John joined UVLSRPC as a regional planner in 2025 with experience in regional housing and transportation planning. He holds an M.S. in Community Development from University of California, Davis and a PhD in Geography from Queen’s University. John’s dissertation explored community engagement in major transportation corridor projects at the U.S.-Canadian border. A relative newcomer to New England, John has been inspired by the dedication and expertise of our region’s community members and looks forward to supporting community-driven planning solutions to our collective challenges.
Will Cleaveland Will graduated from the University of New Hampshire in 2026 with a degree in Community and Environmental Planning, and has previously interned with UVLSRPC over the past two summers where he helped with traffic data collection and culvert mapping. Will is excited to continue working to tackle some of the most pressing issues our region faces such as flood mitigation, housing, and transportation. In his free time Will likes to hike, bike, kayak, and take photos with his drone!
