The Long-Range Transportation Plan seeks to transform the Regional Transportation Goals identified through the planning process into specific outcomes. It also creates metrics to measure progress towards these goals. UVLSRPC analyzed each of the 12 goals outlined in the plan utilizing both a “capital” and a “non-capital” lens. A “capital” lens focuses on specific capital projects (such as engineering studies and road reconstruction/reconfiguration) and a “non-capital” lens focuses on policy, outreach, education, pilot projects, and training to equitably achieve our transportation goals.
The planning process for this effort was broken down into two phases.
- Phase I – Regional Corridor Transportation Plan (RCTP) (capital)
- Phase II – Long-Range Transportation Plan (non-capital planning process and then integrating RCTP into one document)
The LRTP analyzes master plans and transportation policies, creates outreach materials, identifies gaps in transportation education, assesses transportation workforce needs, and addresses rural and urban disparities in our region. Through public engagement, this plan seeks to identify the importance of our transportation goals to the community, the barriers to achieving these goals, and what will lead to behavioral change. The LRTP also seeks to address alternative modes of transportation such as air, train, carshare, micromobility, public transportation, and volunteer transportation to determine trends and identify network and behavioral barriers.
