The US DOT Thriving Communities Program (TCP) provides technical assistance, planning, and capacity building support to teams of community partners that may lack the staffing or technical expertise to scope, fund, and develop infrastructure projects that advance broader community goals.
The Upper Valley Lake Sunapee Regional Planning Commission (UVLSRPC) was awarded a 1.2-million-dollar grant from the US DOT for the TCP Regional Pilot. The UVLSRPC and the Two Rivers-Ottauquechee Regional Commission (TRORC) make up the capacity builder team for the Thriving Communities Program (TCP) project “Flood Resilient and Equitable Transportation Infrastructure for the Upper Valley of New Hampshire and Vermont.” The goal of this pilot is to build capacity for the 15 communities in the region and create a successful model of staffing capacity and expertise to be replicated across all communities in the region and the two states. We are working with nine towns in New Hampshire (Acworth, Charlestown, Enfield, Goshen, Lebanon, Lempster, Newport, Orford, Plainfield) and six in Vermont (Bethel, Hancock, Hartford, Hartland, Granville, and Royalton).
The Thriving Communities Network is an interagency initiative that includes the US Department of Transportation, USDA, DOE, HUD, Department of Commerce, Economic Development Agency (EDA), NOAA, EPA, FEMA, GSA, HHS, National Endowment for the Arts, & Department of the Treasury. Other partners include NH DOT, VTRANS.
