Ten-Year Plan

Projects located on federal aid-eligible roadways are eligible for inclusion on the NH Ten-Year Transportation Improvement Program (“Ten-Year Plan”). Many project types are eligible for inclusion, such as highway safety or capacity improvements, intersection safety improvements, major highway & bridge maintenance projects, natural hazard resiliency enhancements, bicycle and pedestrian facilities, Complete Streets improvements, transit facility improvements, and corridor planning studies. Proposals addressing needs identified in UVLSRPC’s Regional Corridor Transportation Plan will receive priority consideration.

The Regional Project Solicitation and Prioritization Process is as follows:

  1. Letter of Intent typically due in June.
  2. Full Application typically due in August.
  3. Staff Review at UVLSRPC to assess completeness and develop cost estimates. Staff will work with Project Review Committee to develop initial ranking of proposed projects (August-October).
  4. TAC Review: the Transportation Advisory Committee will review and update initial rankings (November).
  5. NHDOT Review: The highest ranked projects will be submitted to NHDOT for review and final cost estimation. UVLSRPC will then meet with NHDOT to discuss modifications to project scope and cost made by NHDOT. UVLSRPC will communicate these changes to applicants and TAC (December-March).
  6. Final Regional Rankings: TAC and Commissioners approve final project rankings, and the highest ranked projects that fit within the regional funding allocation will be submitted to NHDOT for inclusion in the draft Ten-Year Plan.

Ten-Year Plan Hearings & Public Participation

New Hampshire is required by law to update its Ten-Year Plan (TYP) for transportation improvements every 2 years. This effort is managed by an entity called the “Governor’s Advisory Committee on Intermodal Transportation” or “GACIT.” The purpose of these Hearings is to receive public comments/testimony on transportation projects and priorities included in the draft 2027-2036 Ten-Year Transportation Improvement Plan, as recommended by the New Hampshire Department of Transportation to GACIT. Those not able to attend the meetings can submit written testimony within 10 days of the completion of the Public Hearings.
